CPCFRO Guidelines

 

CPCFRO stands for all the elementary schools in District 102, Congress Park, Cossitt, Forest Road, and Ogden. They have joined together to form an athletic association with the goal of developing individual and team skills in basketball & volleyball among 5th and 6th grade students.

Parent volunteers organize and coach teams which play intramural games at Park Junior High or Ogden School. Practices are generally an hour in length and games are usually played Monday, Tuesday, or Thursday evening between 6 and 9 pm. Typically 8-10 games are played in each sport.

The philosophy of the program is to promote reasonable competition and team work. The key objective is to give every player, no matter his or her skill level, a chance to play, have fun, and learn a little in the process. Importantly, team standings are NOT kept to foster friendly competition and to dissuade misplaced quests for sports glory.

5th and 6th grade parents should see sign-up sheets in their brown envelopes a few weeks before each sport starts its' season. On that form you will need to indicate your mandatory volunteer duty, which includes coaching a team or becoming a team parent or hallway monitor.

Girls' basketball and boys' volleyball begin in late September / early October. Girls' volleyball begins in early February and boys' basketball begins in early January. The fee is $25 per student per sport. If this fee is a hardship contact the school principal.

Students may sign up to play one or both sports. Boys' basketball and girls volleyball teams are generally divided by grade, while girls' basketball and boys volleyball usually see combined grades teams.

There are no tryouts for these teams, but there will be a skills assessment to ensure fair teams are created.

Cossitt's CPCFRO Reps are responsible for organizing the teams, coaches, team parents, and hallway monitors for Cossitt School.

ZERO TOLERANCE: CPCFRO has zero tolerance for disrespectful or violent behavior, overly aggressive play, and poor sportsmanship among players and spectators. High school referees are not to be heckled or confronted. Concerns regarding referee and other matters should be brought to CPCFRO Representatives. Infractions of above rules result in a nonrefundable forfeiture of student participation or closure of the sports program.

Coaching: Coaching experience is not necessary. CPCFRO Reps will help novices. You will need one hour per evening, 2-3 evenings a week for a period of 6-8 weeks. It is recommended that no more than 2 parents share the coaching duties and distribute the time commitment.

Team Parents: Organize parent volunteers who will provide hallway supervision during games.

Hallway Monitor: Supervise the halls and gyms during games at Park Junior High and Ogden Elementary School for one hour. The monitor's main duty is to oversee student behavior and compliance with the CPCFRO guidelines listed in the next column.

To assure a fun and smoothly running program, the following guidelines have evolved:

  • Participants are to be accompanied by a coach, and student spectators need to be accompanied by parents or guardians.
  • Student participants and spectators are not to wander school hallways, enter classrooms, or play under bleachers.
  • No food, drinks, or water bottles in the gyms.
  • Only student participants may play with volleyball and basketball equipment.
  • Encourage players, avoid negative, derogatory, or confrontational cheering.
  • Officials and CPCFRO representatives may terminate games or expel players for unsportsmanlike conduct or lack of adherence to School District 102 or CPCFRO rules by spectators or players.
  • Please be advised that no jewelry should be worn during games.
  • Eyeglasses should have safety straps.
  • All players get equal playing time, regardless of their ability.
  • Coaches and parents are not to hassle referees. It is up to the coach to enforce parental cooperation.

 

 

Fall 2009 Schedule:

Season begins September 29

 

Basketball Specific Rules:

  • up to 8 five minute quarters are played under a running clock
  • referees may reduce games to 6 or 6 quarters if the game in play encroaches on the start of the next scheduled game
  • no full court press allowed, but ball may be stopped if fast break dribble
  • substitutions are allowed only between quarters unless there is an injury
  • fouls result in 1 point and possession of the ball
  • IHSAA rules apply
  • no team times outs
  • referees may stop the game to alert coaches of overly aggressive or unsportsmanlike play

Volleyball Specific Rules:

  • ball hitting the ceiling to opponent is a dead ball, but players can play the ball from the ceiling if it is on their site of the net
  • offensive players rotate if the server scores 5 points
  • offensive players are allowed two attempts to get the ball into play during the first service, only single attempts are allowed thereafter if the first service scores a point
  • coaches determine the service line (which may be closer to the net than regulation play), however, highly skilled players must serve from the regulation distance
  • games may be played up to, but not beyond, the time allocated for each game (45 minutes)
